Hydro and visual eddy test in Metro Atlanta (GA)

I have an AL 80 which has been confirmed by Luxfer to be the 6351 alloy. During the same conversation with Luxfer, the customer service representative told me the tank is fine as long as it passes a hydro and the eddy test.

So I have 2 questions:
1) Does anyone know a tester in the metro Atlanta area that will / can do both tests?

2) And is there a dive shop in the same area that will fill the tank if it passes #1?

The tank appears to be in great shape. I am the original owner, and I'm sure it's been filled less than 50 times. Currently is has about 400 psi in it.

I hate to scrap it, but my efforts at calling the LDS's in my immediate area are not going well.
 
I would not spend the money on a hydro until you find a dive shop that will fill it. I would then consider leaving it at that shop, let them send it our for hydro and VE, and then they are somewhat obligated to fill it if is passes.
