How to deburr the middle of a threaded rod?

Just cut the rod and replace it

Someone else who sees trying to save this as a bad idea. I still go with 2 wrenches and twist it in half, same outcome. Just don't have to worry about nicking a cylinder while doing the cutting. Those stainless bolts are pretty soft.

Usually with rod you just take off the acorn nut on the backside and pull it out. Smaller diameter tanks its not hard to get in there and cut it. I agree on the 8" diameter tanks its probably not a good idea to cut it since there's so little gap between them
