Try scubatoys or one of the other online shops. Ther are also some pockets around that you put on your weight belt and then strap on your leg. If you glue them on, use aquaseal.

Have you considered renting a BC ahead of time and bringing it with you, or renting where you are going for the duration of the trip rather than on the boat? At least he'd be able to set everything up that way, even if it costs a bit more.
 
I've got my safety sausage, mirror and whistle all tied together and wrapped in a neat little bundle with a clip. I regualrly put it on rental BCDs when I travel and have never had a problem finding a d-ring somewhere on the BCD.
