I have had so many of these kinds of issues involving windows 10 and older hardware that I just opted for a permanent fix. I bought a used Dell system on Amazon with Win7 64bit installed and use a KVM switch to move between my new PC and the Win7 machine. I honestly find that I use the Win7 machine a lot more than the Win10. At first I tried dual booting but there are just to many hardware issues.
 
Then remember to restart W10, after doing this I still couldn't connect to my Galileo Luna using the Galileoconfig software, so I found this post by Scubapro that did the trick. After doing this fix, I had to remove the USB IRDA from the port and plug it back in, I hope this helps:

Hi Deeman001, thanks for the link to the scubapro website. I followed the instructions, and still could not get the dongle to work, but after googling for drivers found a win 7 64 bit driver that win 10 was happy to use. I had tried loading drivers before making the scubapro suggested changes with no luck. Greatly appreciate your post

The irony of buying and maintaining a computer in order to maintain a computer! I have done similar things myself to keep access to old tech. Hope you get many dives out of it.
 
Can someone repost the link (that works) it seems the location previously posted no longer works?
 
Laptop crashed when the internal SSD failed. Got a new drive installed eventually, but no go on the IrDA driver. Talked to an agent for Microsoft for quite a while, but no help. Kept pushing me to go to the manufacturer of the infrared device. Yeah, right. Saw the Scubapro instructions, but there were no options listed under Apps in the Settings Menu. They've moved it. Still in the main Settings menu, but it's now at the bottom of the System menu and called Optional Features. Open and click on "Add a feature" and look for IrDA infrared. So, I got it added, but I was still missing the actual driver. Went to the Device Manager. Found the Infrared Devices, and subheading for USB infrared adapter...right click and click on properties. Update driver. Look for Asix Electronics...the driver dates from 2013. Once the driver was installed, my infrared reader/emitter which uses a USB cable and USB port was working and I was able to download my dives again.
