I'd rent a pony - 13cf would be enough to complete the job in 8'. With a not so long hose you could just lay it on the bottom where you are working. Simplest, cheapest, and safest. No DCS worries at that depth. Just breathe out when coming up.

Trying to sink and control that 2 gal sprayer would be a nightmare.
 
A really long snorkle. Just kidding. That doesn't work. I tried it with a garden hose in a swimming pool when I was a kid. If you are certified just do as others said and rent the gear. If you lost your card you can get a replacement. It doesn't cost too much, used to be $50, but does take a while. I'm not positive but you may be able to rent a surface supplied hookah rig without a c card.
 
You could also ask to rent a "Spare Air" with 3 cf of air. Each load of it will last several minutes underwater at that depth, just to make the work.
 
you were taught basic padi certification. This is about as easy a dive as can be imagined. Rent the tank, reg and BCD. see if you can look up your certification online. If you can do it, talk to the dive shop and see if they will accept that. Another option would be to ask a friend who dives to loan you the gear or call a boat bottom cleaner and offer him 25 bucks for it. You don't need to waste a lot of time on this, or money for that matter. Drowning will totally screw up your weekend. Personally, I think it might take a bit of work but you should be able to do this with a few tries and a mask, snorkel and fins.
