HELP!!!! Won't let me reply

I am trying to reply to a thread and when I hit the reply button I get this message

My first thought "BUSTED!"
But that can't be because I can start a new thread....I logged out and in again and before I could enter anything I got the same message again.

Blow out your browsers cache and cookies. Also blow out the temp files on your system. And since your probably running windows, try restarting your PC!

Some forums, for instance the DNY forum, require membership before you can post to them. I suspect that is the problem.
