Why thank you, most starfish don’t do this some do, as for the specifics on species I have no idea. The clue here was the end seems to be somewhat jagged, and well you answered the movement issue. To be sure it would take a bottom side picture but that would involve touching and I don’t recommend that :) I'll stick with starfish arm in regeneration stage, BTW very nice picture care to share more:)
 
Final thought, it could also be the leftovers of someones dinner! But why just eat 4 arms when you can have five:)
