Help me identify this thing?? Is it a fish hook?

came with my used divers set... have no idea what its call or what it does. please help me

Looks like a reef hook. Attach some line to the eye, put a clip on the other end of the line.

In a current where you need to stay in one place (say a Manta cleaning station) you find a solid bit of rock or dead coral and hook into it. A bit of air in the BC and you can remain in one place without finning and without holding on with your fingers.

Used properly and with care they can be a good way to avoid damaging the reef (or yourself) in those circumstances.
 
Yeah, definitely reef hook. Vital gear in Palau.
 
definitely a reef hook great for stong current areas when you are doing research in a specific area
