Your understanding is mostly correct.....except for
testing in the European Region:
Non-emergency “Position Advisory” function is prohibited. The Nautilus Marine Rescue GPS does not comply with Class M regulations. As a result, using the device to send location updates to nearby vessels for convenience or coordination is prohibited in affected countries.

Also, it depends on what you mean by a "MOB alert." There are two possible transmissions, AIS and DSC. The latter is disallowed in some regions. All boats (if so equipped) get the AIS transmission; the DSC transmissions is only sent in some regions and only received if the boat is DSC-equipped.
So it all depends on what region you are in and what boat you are on.
