Would one conclude, given say a dive in Bonaire, the NLL is equally as good as the InReach?
The NLL sends short range VHF signal (~ a mile away) to boats or local stations equipped with Marine radio, while according to uncle Google “Garmin inReach devices primarily use the Iridium satellite network to send and receive messages and location data. They also utilize GPS satellites for location determination. When using the Garmin Messenger™ app, messages can be transmitted via cellular networks when available, and then revert to the Iridium satellite network for broader coverage.“

So, the emergency response to NLL would be immediately (if a responder receives it). I don’t have InRech, so I speculate that inReach emergency signal would be delayed as the signal would be relayed to SAR satellites, then to ground control station which would confirm the emergency with inReach owner’s emergency contact, before sending the emergency message to local SAR team to go & find you.
