Kneeling in the sand was the cherry on the cake, at a site known for macro-critters located on the bottom. All kneelers should come do a weekend of diving here in SoCal - the 6' surge will quickly un-teach that 'skill'.

I see nothing harassing or abusive in the video. So what's the wining all about? Someone is curious about a starfish, picks it up, inspects it, and gently puts it back down. Not a big deal, nor is it something to call out the National Guard on.
