The Keys are warmer, but the shore diving is quite limited.

On the Atlantic side, there are a number of shore dive sites--from north to south, IMO; Pepper Park in St Lucie County, the world class site of Blue Heron Bridge in Palm Beach County, to several sites including Lauderdale By The Sea in Broward County. When the boats in the Palm Beach area get blown out--they dive BHB, it can be an astounding critter spotting dive at times with average viz of 15-20 ft-and great viz of 50 sometimes.........the bridge is not particularly weather dependent. It IS just inside the Palm Beach Inlet, so if the viz is lousy outside--it will be at the bridge too. Google Blue Heron Bridge for lots of info or take a look here at the BHB Trolls thread...........We went yesterday, viz 20ft, temp 82F, we saw a million critters in a 2 hour plus dive on 67 cu ft tanks. Yep, it's shallow-max 24ft. and a beach entry at a public park. The dive is usually done around the slack high tides each day. The other shore dives are very wind and wave conditions dependent-if the seas are flat, the dives will be good. I would suggest some boat dives in the BHB area and shore dive the bridge, but dive the bridge in any case.
