OK but, it's actually part of a submerged hull. The draped looking object to teh left behind the "kindling" is actually a mussel-encrusted Diver Down flag complete with (non-floaty) float. <-- MEGA clue

Okay, to narrow it down:

1. It's in Kingston
2. It's shore diveable, and
3. Come one guys, I've been with a bunch of you to this site personally a number of times.

The hull that's out around the end of the breakwall?...Who knows! I'm just flabberghasted that I won! It feels like the day I truly broke into the ranks of professional artists with the OFWF logo!
