So I have a 14ft inflatable dinghy which I will be using for heavy and rapid diving of the coast of Lauderdale by the Sea.

How can give me advice on a good handheld gps that is marine friendly and a cheap portable fish-finder that will get the job done for me?

Links, prices, and reviews are all welcome?

My budget is about $250 for both and why buy new when used will do!

yup, I have it in hand. Had to buy a $2 8xAA battery pack at Radio Shack for power (8 x 1.5 volts = 12 volts). The 350 draws MAX 250ma so those batteries should last for well over 6 hours - but you can always buy a 12v/5amp rechargable for $30 at Radio Shack. I mounted the transducer inside my hull in a bed of electrical putty (called Duct Seal @ HD). Haven't used it on the water yet but the setup went solid and the on-water reviews are stellar...
