I've visited those islands and believe any of these would provide significant shore diving opportunities.

1. Curacao, although we did not dive there, has the best reputation for shore diving (considered very similar to Bonaire) The shopping, for which I can vouch, is very good and there are plenty of casinos and other nightlife to make for a fun trip. The down side is that there are no direct flights out of Texas, so depending on the airlines, you may have to go through the east coast to get there.

2. Aruba has some pretty good shore diving (Rocky Beach/Puerto Chiquito is the best), however it is far away from Palm Beach or Eagle Beach (where your timeshare would probably be located) so you would need to get a rental car, which are cheap. There is not as big of a selection of dive operators on Aruba as some other islands, but where we get tanks (Mermaid) tanks are 10$ and weights $5. Aruba has great shopping and has every activity under the Sun (including several casinos) Continental runs down there from Houston a couple times a week.

3. Grand Cayman has several fun shore dives and you could fill up a week easy doing them. In fact, shore diving is one of the best values on Grand Cayman as it is otherwise a very expensive island for everything else. Tanks run around $10 w/weights. There is good public transportation on the W side (7 mile beach) in the form of mini buses so you can reach many of the sites without a rental car. If you do get a rental car, they are a little more expensive, you have to get the international drivers license and of course, they drive on the left. The shopping is great, but like everything on the island, its expensive. GC does have the best infrastructure, at least before Ivan, of any Carribbean island. There are plenty of activities, however, these do not include gambling. Continental flys there daily from Houston, also Cayman Air flys out of Houston once or twice a week.

Damselfish:
but it is not on the list of places the OP can get a timeshare.

Then I would say Curacao.......
