Hi Guys:

I've noticed that there is a lot of distortion on my videos, especially if the top side light source is quite prominent. I don't really know how to describe it but it looks like a chrome effect. It looks like chrome colored rings that that run the horizontal axis. Do you guys know what causes this and how to remedy the problem? I use a Go Pro 3 Black Edition with an SRP 55mm Magenta Filter. Settings wise, I have the camera set to shoot 1080P, RAW with White Balance Off. The clip of the video is in about 15-20 feet of water with a heavy amount of suspended plankton/particulate.

There are several things at play here.

#1 you are shooting into the sun which would cause that issue.
#2 because you are shooting into the sun gopro goes through what is called flare. It locks on exposure and other setting so you are getting those rings as byproduct of #1 and #2 combined.

When you video tape try starting your video clip by pointing camera away from the sun. Likewise keeping your camera settings in what you called "raw" does not let it re-adjust itself because you have disabled auto settings.
