The Gloucester law sounds totally inane. Mtaybe it was designed with the intent of discouraging groups, or encouraging solo diving? Either or, it' a punitive law and the results must be similar to a 3rd grade birthday party with balloons everywhere.

Is there a net. source for this because I want to read it and have a good laugh.

Gloucester thinks since there law is harsher then state law then it makes it ok and they believe it will hold up ign court but the bay state council has an attorney and he says it contradicts state law making it illegal so someone with a ticket needs To contact council so they can go to court and shove this illegal law in gloucesters face
