No there isn't because each type of rebreather has unit specific features that would make it impossible to teach a generic rebreather course. I do believe there will someday be a general certification that will be a prerequisite to unit specific training but that would require a fair amount of cooperation between the training agencies and the manufacturers which is not likely to happen soon.
There are general rebreather tryouts that you can strap on various RBs in a pool under an instructors guidance and take a test drive but no certification programs.
