Forum rules??

How do I get to the forum rules? And I mean more specifically, general forum rules, not rules for say Advanced Scuba Discussions.

Also, what is the etiquette on posting links to other sites discussions? For instance, let's say the Deco Stop pretty much covered the same question that was being asked. Would it be ok to post a short answer and a link to the discussion on the site? Or is that considered bad manners?

Links are fine, obvious and repeated promotion of another site is not.
