Family Trip Suggestions

My family of five (three teenagers) is heading to the Philippines at the end of the month for one week and we are looking for recommendations.

We are torn between Coron/Palawan, Cebu, Negros, and Siquijor. I am the only diver, although two of the kids would like to try diving and potentially get certified. We are looking for:
-Comfortable lodging (doesn’t need to be a Marriott/Hilton standard, but should be very good by local standards)
-Diving available
-Snorkeling for my family (preferably reef)
-Whale sharks if possible
-At least a small beach
-Perhaps a waterfall hike or two

We are feeling a little overwhelmed by the number of options, but everywhere looks fantastic.

Have a look at Bohol - maybe stay in Panglao (although it’s very touristy).

Good diving (maybe do a day trip to Balicasag- make sure to book ahead).
Heaps of things for a family to do within a reasonable day trip driving distance (not sure if they can go snorkeling right from the beach or if a boat trip is required)

Our kids loved the firefly trip and the zip line.

Coming from USA, anywhere other than Manila will require an extra flight.
Whaleshark? If you do not mind the presentation then Oslob in Cebu Island can guarantee that. Bohol has stopped the show recently.
Moalboal in Cebu Island and Dolphin House is the place to stay. Flight from MNL - CEB is numerous everyday. A through ticket by PAL is recommended.
