PG diving is very good....depends what you want to see. It sounds like you are not an underwater photographer - Anilao is world class for macro critters (prefer this to PG and saves the ferry ride).

Oslob is a circus - many better places to swim with whale sharks.

I'm in the MNL airport at the moment (coming back from Dumaguete - 4th trip) already planning to come back to PH before the end of the year. How about Malapascua? They now dive with the threshers on a more shallow reef - you get to spend more time with them and it's a bit easier (although it's still an early start on the day).

Coron wrecks are a bit murky, however Romblon is worth a few days if you are into critters. Several "only in Romblon" type species (or "easier to find in Romblon).
 
Been considering Coron for a while now - Are the wrecks at Coron all around 30mtrs and good for AOW or deeper?
 
Have you considered making the 3-hour flight from Manila to Palau? Palau is a top 3 diving location in the world on nearly every best diving location list. While Tubbataha is considered the best diving in the Philippines, it rarely appears in the top 20 list of the world's best diving locations. Just thought maybe it would cost similar to the local op liveaboard
Umm... this is very much not true.

Having been to Palau 3 times and Tubbataha twice, they are similar. Palau has more sharks (on average), however Tubbataha has a much better chance of coming across whale sharks (and the occasional guitarshark - nonexistant in Palau). It also has more turtles than Palau...

Tubbataha (when the weather is good) is absolutely world class, and is often rated in the top 10 diving locations in the world. Palau has more variety of sites, however it is also more crowded, with many (many) more divers on most of the sites.

Tubbataha is great in part because of it's remoteness - if you go early or late in the season there is a chance the weather can be really rough (and the crossings aren't fun at these times). People sometimes complain that Tubbataha doesn't really have different sites - it's pretty much all the same. Yes - this is true, the entire reef system is mostly deep walls against a deep blue ocean - it's what you may came across that makes it so good. There are a few variations in the reef.

Kyokuzan Maru is the best. It is No.13 on the map.

 
Coron wrecks are murky, but worth the dives. Beyond just being historic they host a lot of aquatic life in a small area, some of it quite different to other areas.

Kind of depends what interests you.

I'm not disputing what you're saying but we're talking about two different things. You're talking about your direct experiences and I'm talking about published lists...Random example:

Another thing with Coron is that you have Barracuda Lake, a thermocline. Has an underwater obstacle course which is kind of cool:
