Private speed boat from Batangas is minimum P10,000.00 one way(up to 10 passengers, max is 12 persons but the total cost is P12,000.00).

Fair enough, I wrongly assumed most people get the private transfer to Batangas and take the public boat. I stand corrected if one wants a private speedboat

It is NOT new.
Private boat transfer has been using Berberabe Pier for many yrs.
AFAIK private boat has never been allowed to use the public pier since I first travelled to PG in late 90s. Previously it was from somewhere else toward Anilao.
