I remember a little while ago reading about the failed artificial reef in Florida where somebody thought it would be a good idea to drop millions of tires to the ocean floor in an attempt to create an artificial reef. As with most failures, it began with the best of intentions but was far from a success. A couple articles are linked below (just for those who have never heard of this).

My question is this: What other attempts have been made to create artificial reefs that failed? I am certain this tire idea failed in many locations, but I am sure there would be other unique failures.
