Typically do the top first then swing the bottom into place. Bottom first can make it a lot more difficult

I found this easier as well.

Seated, I'll lift the spare tank and clip it to my left shoulder D ring, then contort my left hip forward and with my left hand maneuver the slanted tank backwards and use my right hand to clip it to the waist strap D ring.
Obviously left waist strap D ring and not right hahaha
