My understanding is that ANDI gives stickers to businesses with certified staff, not to individuals. You can become a certified inspector, but where will you get your vis stickers?
 
I took a PSI course and do my own tanks. Mine are steel so i do not have the overhead associated with the al's. The PSI cert is a 3 yr ticket and has to be renewed. Unless you are doing taanks for others you will need to have 5 or so tanks of your own to break even or you have no one in your area and get your money savings from travel to and from the shop. My course was 300$ and i have 8-10 tanks. at 15.00 a tank I save 150 over 3 years pluss the 90 mile drives to a shop to get it done. If you only have a couple of tanks then some other agency may suit you better as thier ticket may not expire. Along with that if you dive notrox then you might want to consider an o2 cleaning and tech class. I did mine with nauii.
 
If you dont have a good relationship with a dive shop they probably wont fill a tank that you inspected. I did my visual class through SDI but I think PSI is considered the industry standard. I do all my own VIP and O2 cleaning but I also do all my own fills.
 
PSI , I was talking to a couple LDS they would only fill tanks inspected by PSI inspectors due to meshups with those trained by other agencies.

Please keep in mind that not only you have to be trained but also have to do a refresher every 3 years. Unless you have something like 10 tanks it might not even be worth doing financially.
 
I second, or perhaps third PSI, they are the leaders in the industry. Also you get a PSI # that is verifiable via their web or a phone call. I buy my VIP certs from PSI and a roll of stickers with my PSI # on them.
