As has already been pointed out, conditions change. Yesterday I arrived at Crescent (Seal Rock) in Laguna with 07:00 a.m. conditions of 1 ft to 18 inch waves. At 8:00 a.m. that was more like 2-3 feet and by 9:00 when we came out it was 3-4 foot range. So conditions change depending upon the time and the location. I have had 1-2 inch waves and just a few beaches over they were dealing with 1-2 foot waves.
For Laguna the Laguna Sea Sorts is your best source as they get a report from someone in the water every day, usally Shaws cove. Shaws cove is often the better conditions in the area.
Anouther source is to check dive reports posted here. That will tell you how it WAS at a given beach and time, and may give an indication of how it might be. Conditions do change, sometimes rapidly. But generally they trend up or down. Go out and dive, you don't need lake laguna or victory at sea either. But if it is reasonable, dive. Hook up with a group if you have limited experience

Bottom line is there is no place that always have little waves. Depends upon the season. In Winter south facing beaches are usally your best bet as our swells come out of the North then. In sommer, North Facing beaches are usally better as our swells come out of the South. If the santa ana winds are blowing, go diving, particularly after the 2nd or 3d day. The stong winds blowing off shore often make the ocean lay down and you get lake conditions with waves measured in inches as in 1 or 2.
