If you read through the thread, there really isn't any real indication of poor instructional quality. The sign of supposedly low standards was the diver's failure to log dives. It was also indicated that he did not have printed instructional material, but that is not a Cuba issue. The certifying agency was ACUC, and their website says that their standard instruction is delivered by the instructor with some form of audiovisual support. Read enough ScubaBoard threads and you will find a lot of posts saying that is the way it should be.
