Is "too much wing" bad? I mean, it seems like if I need a 30 lb wing but I see a used 45 lb wing and backplate setup that looks well-maintained and is a quality brand like Halcyon or OMS or Dive Rite- I should grab it, no? Would I be messing up?

Yes, too much wing is not a good thing.You won't put a lot of air in a bigger wing, so it will be floppy and will fold around your tank and trap air. You need a smaller narrow wing so it won't do that. Search through some of the posts in the Buoyancy Compensators (BC's) & Weight Systems section here for additional advice.
Halcyon is good but is over priced. Dive Rite is a good solid company that has been in business for along time.
I have a Sub Gravity Paragon singletank BP/W.
I would look at Dive Gear Express, you could probably get a brand new one for the price of a used Halcyon.DGX Custom - DGX Gears Singles Harness / Backplate / Wing Package

HOG makes decent gear. I would not get the 32lb bungee wing though, the bungee's are on the outside of the wing and are an entanglement hazard. HOG 32lb 360 Bungee Wing Black and Red. There's nothing saying you can't mix & match the components.
You won't find a better bang for your buck than the DGX BP/W package, a lot of divers on here recommend it or own one.
