I am a new diver as well and I have no idea of the conditions near lynnhaven inlet. That said, I see no reason not to learn to dive there. You have a boat and, presumably, a trailer so you can go find the type of diving you might enjoy. If you desire tropical reef type diving you will have to tow a little further.
I made 10 dives last summer after finishing my OW and I have found each to be valuable for skill building and I have seen several interesting sites.
I would encourage you to go ahead and learn, then use your boat to find some nice sites. As much as I am looking forward to diving in the fancy places that many on here frequent, I am enjoying building skills and exploring the lakes in my area. the southern end of Lake Michigan has a lot of shipwrecks, some of which are very shallow, that I have begun exploring with my boat and my dive buddy.
I say get in the water, learn your skills, find a couple of local buddies who know some of the sites and go dive.
