Mike,
Surely it goes up but you need to look at the absolute value too. 6 ft swell is the maximum forecast and it is fairly mild. On 23rd the ocean may be lake but on 25th it may just be lake with 2ft waves.

One more thing buoy 46042 is in the open ocean, 46240 is the correct buoy for prediction.
