I should have been a little more clear in the question ---
What do the LGU's charge for "their" fee for divers to dive in their waters. I am finding that each local ordinance is different for the "fee" to dive their waters. This is a Philippine law issue that seems to be inconsistent. Sorry about the confusion.....the comments are appreciated though. Okay, back to the fees question......
Nalusuan and Hilutungan marine sanctuaries each charge $2/person, while in Malapascua, the LGU charges $2/day to all divers. Hope this helps.

edit: I think the prevailing rate in the Philippines is $2 (100 pesos).
 
As of today, ABOUT 30 new annual dive passes were sold.

Please report if any buoys have been lost as the agreement with the boat association in Mabini who the CRM board contracted to install and maintain the buoys, is suppose to pay P100.00 per day as penalty to the CRM board for lost buoys until replaced.

Why not forget about the memorandum with the government and instead tell them that you will collect from divers a certain fee to fund buoy installations and regular clean-up dives in the area you dive. Do you really think that they will do something with the money that divers will be giving to them as dive fee? ;)

The taxes your diving business pays covers whatever it is you owe the government.
I'd have to agree with Jai here. Best to strip down how many hands the money has to pass through to get to the actual conservation. Just have the government audit you.

On that note, how much of the dive fee that we pay actually goes into conservation vs. government pocket?

Hmmmm, 40-60? 40 on the former and 60 on the latter :) Less gov't meddling, is always better.

not all those fees can go to bouy placement. you have to pay the person/people in charge, office equipment, overhead, stationery... necessary expenses way before the 1st bouy even gets wet

w/ a more private organization w/c is allowed to solicit or accept endowments (like from WWF, DENR, WWE, whoever) can use this seed money to defray necessary expenses and devote a larger percentage of the collections to more concrete outputs... also a private organization has greater leeway with regard to financial management and since it's not tied to a person's tenure, can have more concrete long- and medium-term plans w/ regards to money and investment

the only problem w/ a private organization it does not come built-in w/ a check-and-balance organization (like the comm on audit) to keep a (PRETEND HELLO) eye on the money... unless of course it's included in the bylaws
