Compare with Sogod Bay, Panglao is average!
Last dived there in 2013 and has NO desire to return. That was before the introduction of permit to dive Balicasag.
Fortunately, Sogod Bay is way out of the beaten track so you do not see big group or riff raff around. There are only a handful few resorts.

I thought diving at Pescador Island off of Moalboal was pretty good. Between that, the sardine ball and other sites, one can get a respectable 3-4 days of good diving in the area. Can also take a day trip to Oslob for guaranteed whale shark snorkeling (although crowded).

Please don;t support the whale shark activities at Oslob(or at Lila in Bohol). They are hand-feeding the whale sharks and it's affecting their migratory patterns.
