That was stated by the owner of a local LDS, who is the president of our dive club and who talked to the shops in Phoenix about the incident. It's not the whole lake that's dangerous obviously, only the dam site due to lack of visibility, depth, and debris. She said that particular spot is listed as one of the 10 most dangerous spots.

That makes more sense. I get the cold, dark, and deep with low viz (you forgot the altitude as well), but diving the Xmas trees just doesn't feel very "dangerous." On the other hand, diving the dam site to those depths makes more sense that it would make a top ten list.
 
I'm planning to do a scooter dive on the dam while running video here in the near future before the visibility turns bad for the summer with the outflow of water from the lake. The problem is that it's pitch black and even with two 1300 lumen can lights on the camera, the light just doesn't penetrate very far. There is a ton of debris on the bottom, lots of protruding metal from materials the dam was made from to parts of the old crane and the old road support beams that were on top of the dam ages ago and not to mention the 224' wide debris field from when they scuttled the four bell housings and collapsed the dam, those alone were 70' tall a piece. So yes, it's a treacherous area to dive in, certainly not for the timid.
