Here off Catalina I have rarely had problems with boats when surfacing. This is partly due to the fact that DMs remain on board in most cases rather than leading divers on tours. Just a different approach than is used in many other areas of the world.

Interestingly the one place I've actually had "trouble" with power boats is right inside our dive park, which is roped off with a buoyed line. Amazing what some boaters will ignore!

My condolences to the diver's friends and family.
