No real details yet though. I'm not entirely sure what this means either:

"Police said the diver had filed a dive plan."

Filed with whom?

EDIT: The article was updated and the details that were reported changed significantly so the rest of what I originally wrote does not apply.

From the article, it appears that the person the plan was "filed" with reported that the diver was late in returning or checking in, which prompted the search.

"Filing a dive plan" sounds like it would be something you would do with some government agency, but that's not the case. The government doesn't want the burden.

You file a dive plan with whomever you want to, provided they are willing to accept the responsibility. Normally, that would be a friend or family member you trust to call the authorities if you fail to check in by a specified time.

From the updated version of the article linked above, it appears you're correct. Looks like his wife reported him overdue.

The story was updated(or more like corrected). Now they say he was a quahog diver and it was off of Quonset Pt, and not in Allen harbor as they first reported. That makes a bit more sense.
