Is there an official GUE approved DIR watch or is a bottom timer the only official way to go?
I'm no expert, but I believe they are fine with any of the normal crop of 200m+ Casio's, Timex's, and analog watches with proper rotating bezels and screw-in crowns.
 
Take a look at Oceanic's Geo watch. It is Nitrox computer as well as has all the functions of a watch. It's not a dress watch, but it has great features and comes in 3 different color options.
