Just got back from a long weekend trip to Puerto Peñasco (Rocky Point) with a buddy. We drove from Colorado Springs (15 hours total).
We did a boat dive out at Bird Island. There were sea lions galore but apparently they had just had their babies and so were not that friendly. The vis was about 20'... probably because of the bloom.
We also did a local dive from a catamaran. This great family runs the charter company Lobo Del Mar. They build their own boats. The divemaster on the cat built and lived on the boat with his family.
Overall I was surprised with how much I liked the town. I thought it would be watered down with Americanization, but it was quite authentic. I would go back for sure.
