Yes. Can you pinpoint the chapter contradicting that I thought was fine? As I say, I am not into a fight with you. I just want to make sure that I am paying for a real thing.

Thanks for your explanation, I get it. The document you are referring to is meant to summarize the most important aspects of the cover but it does not replace the insurance policy. This document is more restricted in this sense, but the policy wording, which is the real "contract" prevails.
The policy wording allows divers who are at least citizens of a DAN Europe territory to take out an insurance. Whenever a product cannot be bought by a resident of certain countries, we make it unavailable on our website. So I can confirm you can be insured through a Sport plan.

It's clear from the extract:
  • "... all citizens or residents ..." Meaning those living inside the DAN Europe Foundation countries can take out insurance.
  • "... a citizen of or resident ..." Meaning those living outside the DAN Europe Foundation countries, even if an EU citizen, are not insured.
The meaning of "resident" is a none citizen living in a country.

If you falsely gave an EU address their system will permit you to buy the insurance, but if you make a claim they will then want confirmation you were living there.

It's not just DAN that is very careful with their wording, all insurance companies do it, as most people don't understand the 'jargon' they use. In my day job I read Acts of Parliment.
 
Sounds to me like what would have helped is if the boat just untied from the dock, backed away a bit...and then the captain just said....nope.....looks to rough so we are going back.
