I just recently returned from Maui. We really enjoyed shore diving at Black Rock, Ulua Beach and Old Airport Beach. These places had was phenomenal diving and easy snorkeling. And it's virtually free! See the following reports:

The Pride of Maui does a decent job of both but leaves from Maalaea harbor. They have snuba too for anyone that wants to try something in between.
