DIR was put together by the elite group of cavers -- the WKPP. However, DIR is adaptable (equipment wise) to various types of diving. Here's what an open water single tank rig would look like:

Notice the primary is on a 40" hose, which works, but I prefer a long hose (5'-7'). The long hose is more comfortable and more streamlined than a regular hose or the 40". The pic shows two backup lights which may not be necessary for your diving either. So, as you can see, DIR doesn't equate to double tanks technical diving.
The rest of DIR, the philosophical part, is also relavent to open water. I'm talking about the no solo diving, no diving with unsafe divers, fitness, etc. These things are also applicable to open water divers. Whether or not you choose to adopt all or part of DIR is ultimately up to you.
