No, they don't shrink. But it may be an issue of where you are measuring from and to.

Does your HP hose have an open weave for the pressure jacket? If yes, then, sure, it's possible, by the same mechanism that bungies shorten with hard use.
I would have expected 5% to 10% if that's the case, usually caused by ~100+ cycles.
If you have a rubber jacketed HP hose, I would expect this to shorten when under pressure, but since the pressure jacket weave is held in place by the rubber coating, does not usually take a "set" and permanantly shorten. (note: some HP hoses don't have a molded rubber jacket, just a slip on type, and these could take a set.)
All jokes about cold water not withstanding. Ha!
