Having lived in Jefferson county for most of my life (I got out of there before the 300% higher than nat'l average cancer risk got me), I'd bet that the deaths coincide with environmental inspections at the local refineries. Better to flush the bad stuff into the Neches and let it go out into the Gulf than get caught with it on-site. From the stories I've heard all my life, it wouldn't be a stretch.
