Plasa Bieu in Punda is a must for local cuisine. Some other of my favorite restaurants are Sol Food, Pop's Place, Rozendael's, and Bario. I'm sure there are some I'm not thinking of

we wore 3 mm full suits on all dives. we took two each so we had dry suits more often. Did 19 dives over the week, with a mix of shore and boat diving and we were quite comfortable.
