so if my self and my partner arrived in sharm lets say,with all our equipment ready to dive,would someone have the power to stop us diving?? and lets say we wanted to rent tanks and have air fills would we still have to have there guide tag along??

No one will give you just tanks/fills. You take the whole package, including boat seats, transportation to/from the jetty, permissions (which are issued only to licensed dive ops) and guide. If the guide feels you're good enough to execute the dive plan correctly and safely, he can give the dive briefing and let you dive on your own. However, this does not indicate any reduction in the price.
