i've seen a bunch of different setups offshore diving (though never 2 long hoses though that would be camera worthy). Mostly i see people in back mounted doubles). With a bungied Backup reg (length dependent on which post its hooked up to) and a Short primary (27" hose or sometimes a 40") both are usually equipped with swivels.

They usually have a pony or deco bottle slung on one side or the other as well.
This is pretty much a solo only rig since you will not have the hose length to donate properly and make it up the line.

I have some Dark blue on my Drysuit, But i'm in the "Icky" DIR Camp, it makes sense and with a little practice works perfectly in all environments (i'm Cave and Offshore Wrecks).

I've got a hunch that your gear is set up wrong.

From what I'm reading, that's what I'd deduce also. I've never experienced or seen the sort of problems the OP describes with a HOG/DIR approach.

OP: Any pics of the rig in action?

It just feels ... awkward,...the long hose going twice around me I feel like there's an awful lot going on up around my neck..

I've heard stories about a guy here in the Philippines who is/was teaching the long hose wrapped twice around the neck. Shenanigans. That's not what's happening here is it?

...it feels like I'm lashed into my gear...I can't even imagine trying to ditch and don at depth with all this crap wrapped around me.

That's certainly not the sensation usually attributed to a proper configuration coupled with decent training. In a nutshell, walking away from a tech training course and the gear should feel like a second-skin. What level of training/diving/experience are we talking about here? (no info on the OP's 'about me' page).

This I have to see.

I googled this pic, this is not me...

this is the exact way I'm doing it.

see how there's three hoses very near each other on the left shoulder?

Now when horizontal the bungee is going to hang away from the chest a little so if you reach for the inflator there's the bungee, the reg hose and the inflator all right there together...

You're being nice :)

I really need to install a jerk filter.

To be honest, I can't ever remember there being an issue. Just dive more and it should become second nature. You might want to shorten the necklace a bit though.

The backup regulator hose looks about 2" too long to me, other than that pretty clean setup.

However, I only see two hoses on the left shoulder.

That picture, the bungee is a bit too long. Even with that, I don't see how you could accidentally grab the bungee or the long hose while trying to reach for inflator. Are you sure you look like that or you just think you look like that in water? This is a legitament question. A lot of people, me included, thought we were diving a proper DIR setup, but in fact needs a lot of adjustment. It is best to go out with a proper DIR/Hogarithian trained diver and have him/her take a look.
