We were in Coz last November. Stayed at Hotel Cozumel. They have an all inclusive plan that is very affordable. If you book thru Dive Paradise, their on-site operation, you can get a good deal on diving/accomodations. Get an upgrade to the "fast boats" unless you want to spend a lot of time in transit to and from the dive sites, however.
The hotel is basic but clean with a decent restaurant and nice pool. There is an underground tunnel to the dock and dive shop across the street. You can walk to town so you don't have to rent a car.

Hotel Cozumel and Deep Blue, is a good combination.
You should be able to check out packages at the Deep Blue website.
The hotel is quite nice and their dock is very convenient.
Deep Blue will take you on great dives and will treat you like friends.
My experience is limited but I'd be happy to repeat that combination again.
