Yes they are. They are also checking for other safety equipment such as sufficient life jackets, life ring, first aid kit, fire extinguisher, signal flairs, etc.

Boats that didn't pass inspection are suspended until they can.

Geez, that's some tough inspections! There's no way they're doing this with larger boats, correct? Suspending operation of something like a cruise ship would result in massive revenue loss.
 
Why the negativity here? Sure, maybe someone is making a few extra dollars, but I gotta say as operator myself I encourage the authorities to actually do some work and enforce the rules they lay down.

If only it would happen everywhere!

why is he suspending the dive/charter/fishing boats? They aren't the ones who almost ran aground?

Why doesn't he suspend/fine Carnival Cruise Lines?

Weren't they the ones at fault here?
 
Please don't shoot the messenger. I was asked a question and I answered the specific question to the best of my knowledge.

My answer was not exhaustive and did not say that the cruise ship incident was going unpunished. I am sure that the Carnival Cruise ship incident will be dealt with accordingly, but they have larger bodies to answer to than the Cozumel harbor master.

The inspections coincidentally took place during the same time frame of the ship incident, but it is not WHY they are doing it. As proven by the suspended boats, many were operating without meeting documentation and/or safety requirements.

This is a good thing and it will help ensure that you all have a safe dive vacation in Cozumel.

Are you saying that you don't care if the dive boat you are on has a licensed captain or proper safety equipment on board?

Not to mention C-53 was used by the Mexican Navy..
