That doesn't relate to diving in cenotes - it's talking about public events or gathering type things which have been closed until we are in green - that's my take on it.

When I checked in June, some cenotes were closed, and this would have affected my cave diving trip had I not cancelled. I don't know about now, but I would expect some closures. They are popular places.
It would be interesting to know if the ones that remain open are seeing crowds or, if they limit capacity, forcing divers to take a place in line. Had the rest of us not postponed our plans for the year, that would likely be the case.
There was almost zero cenote traffic in mid June.
