What can be done is that whe npeople are sent to jail it is a bad enough place that people do not want to go back.
I think Maury Povich has the better take on this....send the trouble teenagers on a one day (or is it a week?) camp to jail and see if that's a place they'd like to go.

Society wouldnt let us, although I think it would be extremely effective to send them to jail for a week. Besides, the teen would most likely return to their ways a few weeks/months after they got home. The problem STILL rests with the adults and individuals. Nobody wants to take responsibility for their actions.
