does the Coast Guard have any program in place to do "community based" interface with local agencies, commercial boat captains, etc?

Most units have a Public Affairs officer that does exactly this type of work. Often it is a collateral duty and they are an operational type. I will get you the information you need, I'm in transit back to Mobile, AL today, so it might take me a day or so to get you a name and number. Most often, as we relate to diving, aviation is the assest to contact for dive emergencies. Since a boat ride back on your boat or our boat won't get someone to the chamber any quicker. We frequently do diver medevac.
